Jean Bosco MUTANGANA, LL.M.

Jean Bosco Mutangana is the Founding and Managing Partner at the Law Offices of Mutangana & Partners.  He has practiced law for over Twenty (20) years as a career prosecutor, rising to the rank of National Prosecutor and later appointed by the government of Rwanda  as the Prosecutor General of the Republic of Rwanda, a position he held until November 2019. During his term in office at the peak of prosecution in Rwanda, he also served as the President of the East African Association of Prosecutors (2016-2018) and Vice President of the Africa Prosecutors Association for Central African Region (2017-2019).

By virtue of being a Prosecutor General, Mr. Mutangana was the Vice President of the Superior Council of the Rwandan Prosecution Authority and the Vice President of the Superior Council of Rwanda Investigation Bureau.  Mr. Mutangana has contributed enormously to the academia world by giving lectures and presentations, including lecturing at Rwanda’s only Legal Practice Institution — Institute of Legal Practice and Development (ILPD), Rwanda Defense Force Senior Command and Staff College as well as the Rwanda National Police Academy.

Academic-wise, Mr. Mutangana is a Ph.D. Candidate at the International Victimology Institute at Tilburg University and obtained a Master of Laws (LLM) in Criminal Law and Criminology from the University of Groningen, a Bachelor of Laws (LLB) from the University of Rwanda, and a Diploma in Legal Practice from the Institute of Legal Practice and Development. Furthermore, Mr. Mutangana was the 2012 Winner of the Best Master’s Thesis Competition organized by the Rwanda-Netherlands Alumni Association on funding from the Royal Netherlands Embassy in Rwanda.

Mr. Mutangana is also a member of the editorial board of the Journal of Human Trafficking, Enslavement, and Conflict-Related Sexual Violence (Parish Legal Publishers). He’s a member of the Rwanda Bar Association and East African Law Society.
